Q2, I wouldn’t say that student loans are totally not collateralized debt. I’m pretty sure Social Security income can be garnished if you don’t pay your loans as well as income tax refunds.

Q1 I’m not sure where I picked up the term, but I have some money set aside into an “Opportunity Fund” so that when a good deal or opportunity comes along without enough lead time to save for it I can do it without raiding my “Emergency Fund” or retirement savings.
